The stewardship program for Printed Paper and Packaging in Ontario was established in 2004. It is referred to as the Blue Box Program and is managed by Stewardship Ontario (SO). Through this program producers currently provide funding to cover 50% of the cost or recycling programs for obligated PPP, which are operated by individual Ontario municipalities.

A new legislative framework was introduced in Ontario in 2016. The Resource Recovery and Circular Economy Act (RRCEA) and the Waste Diversion Transition ACT (WDTA) are intended to shift to an individual producer responsibility regime, which would see the wind-up of existing stewardship agencies, including Stewardship Ontario and the Blue Box Program.
